Server Update - 5/3/19

• Fixed an issue where a recent change caused surf_teho_v1 to be telehoppable, removed times up until the date of that change
• Fixes to surf_happyhug:
  • Stage 12: Bhop route no longer viable, removed all stage times under 19.4s
  • Stage 13: Fully extended zone to back edge
  • Stage 15: Now possible to be completed, up to 600 u/s possible from zone
• surf_for_all: Stage 1 & 4 are now drop zones
• Retakes: de_mirage CT A site spawns have been adjusted
• Various back-end updates and game server stability improvements
