Accepted/Completed map incorrectly teir'd

surf_life_of_cow says it is teir 3 in the vote compared to the teir 4 it is ingame
and surf_pagoda is not teir'd at all on the vote

there both consistant on advance surf/top 100

I see why pagoda wasn't displayed with a tier and fixed that, I went ahead and fixed the displayed tier for surf_life_of_cow as well, thanks!

This will take effect next map change.
