Bug Replay Bot

I dont know if its been happening on other server but recently on the top 100 the replay bot is sometimes replaced with just a normal bot so you cant watch replays.

Last update (which of course there barely are anymore) seems to have caused this. Can't seem to narrow down the reason why, perhaps due to the limited connectivity to Steam servers.
