No Change/Rejected RTV Broken in KZ servers?

I'm going to go ahead and move this out, I haven't heard anything in several months. While I acknowledge this may be an issue, there appears to be no consistent way to reproduce it. Until that happens or the issue is more frequent, there is nothing I can do about it.
