Server Update - 5/13/17

• The remaining issues from last night's update have been resolved (notably prestrafe re-enabled)
• Fixed an issue where surf_elysium would appear twice on the nominate list (thx Roboto)
• Some bugfixes for Duels server
• Updated chat & name kick filter
• Slowly rolling out new chat hint system; cool new features, some modified/new helpful messages, welcome msg for donors, etc
• Some fixes to !ws/!knife
• Possible fix to when replay bots sometimes stop responding (surf)
• Reduced replay throttling from 15 seconds to 5
• Slightly increased afk kick time on easy surf
• Fixed possible exploit on surf_plethora_fix
• Re-zoned surf_core_fix, removed end tele-all
