Accepted/Completed Surf Forgotten

As it stands Surf Forgotten currently isn't a map in the server list, and i haven't played the server long enough to know if it once was. Personally I think its a good map standing at T1 (possibly placed at T2) and would like to see it implemented.

It's a very fun map, but causes server crashes for unknown reasons. It was removed some time in 2017, but I might take a stab at trying to figure out why the crashes happen again soon.

I have added the map back with additional logging to see how it performs, please feel free to make another post if there are continued issues.
