Sneak is attempting to make a whitelist plugin that would work for top50 and admin/vip

Originally I was going to manually whitelist, but I'd need to delay each whitelist by at least a week (require top 50 holder to have been in top 50 for at least a week), and with such a server the last several slots would change hands several times. That just creates a lot of extra work for me and delays top 50 players from being able to get in, which isn't fun.

I kind of have a way to get the surf timer itself to restrict to the top 50 players, but I have yet to complete and write it in, we'll see. I'm spending time off with my gf this weeks so don't expect anything until at least next week.

Just wrote up a query to grab the top 50 steam id's over lunch, now to figure out how i want to reliably implement it, along with VIP's.
